Logan's War: Bound By Honor (1998)
Logan Fallon was ten years old when his prosecutor father was marked for murder by a gangster he was prosecuting. Logan has this uncanny ability to sense danger before it happens, and he sensed the gangster's hitmen coming and survived their attack but the rest of his family was not so lucky. Logan chose not to tell the investigator who killed his family cause he wants to get them himself. He is taken in by his Uncle Jake who's an ex Army Ranger and a martial arts expert, he teaches Logan martial arts and gets him into the Rangers so that he could prepare himself to go after the people who killed his family.

The picture of Jake in the Rangers was from Delta Force 2: The Colombian Connection (1990) which was directed by Aaron Norris, story writer for this movie and also started Chuck Norris.
An alternate title considered for this movie - largely to avoid confusion with "Logan's Run" and Taylor Hackford's "Blood In, Blood Out" - was THE CASSANDRA PROJECT...taken from the legendary Princess Cassandra of Troy, in reference to Logan's "proximity-sense".

Factual errors
When Logan returns home, the highest medal he wears is the Distinguished Service Medal. This medal is generally only awarded to senior colonels and generals, not to sergeants. Also, Logan wears a combat patch and was awarded the Distinguished Service Cross (which is only awarded in war time and different from the DSM discussed above), but does not wear a Combat Infantryman's Badge nor any combat service medals.
The commanding officer briefing the Rangers is wearing a mustache that conflicts with regulations. Mustaches are not to be worn beyond the edge of the lip.
Miscellaneous
At the very beginning of the film, there's a shot of inner city Chicago. The date is shown as 1983, yet the cars on the city streets are clearly 1990s models.
